Any router that is compatible with DD-WRT or OpenWRT firmware will work as a VPN router.

Most providers can be set up for use with a router. I've personally used IPVanish and PIA, both have worked without issue.

Not really a fan of having everything going over VPN though personally, tend to configure per device.
