they compete as neutral atheletes... Does seem harsh on the Ukranian lady as Elina Svitolina got all the way to the Wimbledon tennis semi's this year refusing to shake hands with any of the Russian or Belarussian opponents during the competition.

Harsh, but the rules are pretty clear: "In fencing, shaking hands is part of the rules of the sport and refusal to do so results in a black card and expulsion."

The Russian took advantage of this, and I don't blame her. Unless they change the rules the Ukrainian athletes should abide by them - they choose to compete in a competition in which these Russian/Belorussian athletes (under a neutral flag) also compete. It's a difficult one for sure - but a stronger message would've been for her to boycott the tournament or refuse to play her at all. Agreeing to play automatically means you have consented to abide by the set rules.
