The piece mentions agreements and partnering, failing to mention planning permission, but I read that as planning confirmed. Does everyone else?

Not "has been issued" but "can now be issued". The Facbook headline is "Planning Permission Issued" so slight confusion. Sorry for being pedantic but is anyone up to date with current English Planningspeak?

Essentially what this means is that the legal agreement that accompanies the planning permisson (section 106 agreement) has been signed meaning that planning permission is now in place. Before that we only had a 'resolution to grant planning permission' subject to the signing of the S106.

I believe that the legal challenge is a separate issue which relates to the transfer of the land and still needs to be resolved.

My understanding is that if the legal challenge is successful, Ealing Council would have to go through the bidding process for the sale of the land again. The challenge alleges that the land was 'gifted' to QPR. The council has to show that it went through the due process for the disposal of public sector land. I dont know if this legally prevents QPR from starting construction but I would assume that it would be foolish to do so until it is known that the land is 100% QPR's.

No, I read it differently. It is carefully worded.

The story is announcing a development agreement - I don't know what that is but as they say something like they can now proceed with planning permission I presume this is just another stage in the process and that planning is yet to be granted.

The tone is presumptive, I guess that is what they are trying to communicate.

It seems that the planning process and thus the public consultation is over, so that the 106 agreement can be signed. Effectively QPR can issue contracts to contractors to start building when they have proved to the council that they can fund the £30 Million project.
QPR seem to have made a blind side run and slipped past the objectors by avoiding signing a lease which would transfer ownership or rights for use to QPR. (Free for 200 years) the main bone of contention.
The Lease, it has been agreed, will now only be signed when the development is complete.

Have no understanding of the English laws and the 106 agreement. Wondering what's to stop the objectors from firing up again when the lease is signed? If they are complaining about the sale of the land does it matter whether its vacant or structures have been put in place? Sorry for the ignorance but I'm just curious.
