Civil courts can't send anyone to prison. Essentially you're just suing someone for damages.
The only way that you could go to prison from County court is for breaching a civil order or for contempt of court.
County courts deal with civil matters and generally make orders (decisions) in relations to complaints over a civil matter.
None of this has anything to do with the current Glasgow Inquiry which is supposed to be a fact finding exercise with no guilt attached to anyone at the hearing.
Scottish Criminal offences are notoriously difficult places to obtain guilty verdicts because of the "not proven" verdict available up there.
It is human nature to want to give someone the benefit of doubt over a serious matter.
