Without knowing the details you wonder how this could possibly have happened in a modern city environment, for a young woman on her way to work to freeze to death.
You would think there would be plenty of places to seek shelter or people to help.
Tragic for her and her family.

Gosh that is one very sad story. So young and with a young family as well. I know this was always a problem for the Home Care Services in the Local Authority when severe weather hit. All the best plans go out the window and there are all sorts of problems getting out there to help their clients. Many of whom are isolated in their homes. Gower was always a major issue. It must be even worse now that these services Have been decimated and contracted out. Not sure what happened to the lady in this case but we should spare a thought for all those who try and keep such essential services going in extreme weather conditions.
