As for consequences of actions, what the government / law makers fail to understand (but if I do surely they should) is that punishment has two purposes. First and foremost it is just that, a punishment for the offence and it needs to hurt and be appropriate to the crime committed. But also, it is a deterrent not only to that individual but to others thinking of doing the same or similar.
No punishment will stop crime completely. People murder when capital punishment is in force. People still steal in Saudi Arabia. But I bet you it would reduce the numbers. |  |

A lot of people point to the fact that murders still happen in places that have the death penalty as proof that it is not a deterrent and I agree in part. In its current form in the US it isn't really. When someone can get sentenced to death and 30 years later still be sat on Death Row then obviously it's not effective. In countries where the process is much more efficient, such as Japan, it does seem to be more of a deterrent.
In any case, I believe that it's the relentless, small scale petty shit that affects people day to day that is the bigger problem. Anti social behaviour. Vandalism. Shoplifting. The little blights that added together lead to a general degredation in people's quality of life.
That would be relatively easy to fix, but nobody would put the measures in place to fix it. For example, I'd install an anvil in every major shopping centre, round up the 10-20 worst shoplifters in an area (the Police will know who they are) and smash each of their weaker hands on it with hammers. Threaten to cut the other one off if they're caught thieving again. Some will, most won't. Problem significantly reduced.
Even if these degenerates don't understand social norms, they'll understand fear and pain. [Post edited 12 Jun 8:19]
