Who writes these rules? It's the same with private surgery, if you have an issue the NHS won't touch you (if there's a problem) unless it's an emergency.

You'd think they be grateful people are doing something to relieve the strain! The NHS use private facilities themselves, it's ok if they send you there but not if you go of your own accord.
