From what i have just browsed he is out of contract in June 2027 and not mined to resign a new deal with Chelsea. Any move therefore might be a permanent rather than loan.

Chelsea of course can do what they like and let him run down his deal to the last minute and blow everyone out of the water with big cash if he does the business next season up to January. .

Chelsea have an option. There is a very interesting back story with this lad who lived in Bournemouth and travelled to the Chelsea academy for training from a very young age. It got impossible so he went to the Southampton academy until Chelsea bought him back when he was able to develop in the Chelsea academy properly. He has played for England at all ages.
