Surely this isn't just the EU, wherever you look the law is being abused and misused. Or am I overly cynical.

The line that hit me in this article is the one that states that EU membership involves applying EU rules with an expectation that other EU countries do the same.
My experience of doing business in the EU is that France in particular has always been a bit selective when it comes to EU competition rules in favouring French suppliers and manufacturers. Italy always seemed to have a set of unwritten rules based on you scratch my back and I'll scratch yours.
