They were bringing in the new curriculum when I was a parent governor at our sons primary school, I didn't like the look of it then and I still don't.
As for marking Welsh GCSE's less strictly than they are going to in England, that may well prove to be a very bad move. Why not mark all exam players the same way in the Uk?
