Sobering to think that David Betz has advised our Government on anti-terrorist strategy as well as this wider risk assessment, and that senior people in the security services, the police and the civil service are familiar with these ideas. Many observers will think that things like the attempt to foreground far-right activism as opposed to Islamic radicalisation, the exemplary sentences for "rioters" and the strenuous denial of two-tierism fit very well into the picture that Betz describes.
