Yep see your point - the player doing that never gets penalised for playing in a dangerous manner, which he technically is.
In general, its a matter of who gets there first and where the ball is - from the photo this seems to fall bang in the middle of a little too low to head, but a bit too high to kick safely.
As I said though, pretty certain it wasn't an indirect free kick so its either for actual contact or, as you said, handball. | | | |
