That's the problem - he's not offering it as a suggestion, just stating his opinion on something that happens pretty regularly in Spain.
In principle there's nothing wrong with this, however if such suitcases become a regular thing then presumably some little clubs can play to lose if they are not offered what they see as being rightfully theirs.
The FA should have a word in his shell-like and say we don't tolerate that shizzle here and ask him to put out a strongly-worded statement against the practice, rather than charging him with bringing the game into disrepute. It's the culture in the Spanish leagues that this goes on, but no way it should become commonplace here
