It is all a bit difficult to understand, how two people could die and many others injured if they weren't hit by a vessel nor fell from the pier.

I read and heard that a "rip tide" was caused by a boat trying to make waves for the group of kids. Could be rubbish, but it would explain why the boat driver was arrested.
