Police can and do arrest people disturbing the queens peace and place them before a magistrate to be bound over to keep the peace.
More often than not though they are kept in the cells until everything cools down and they are released. This is not strictly the way it should be done but the more pragmatic approach.
Under your explanation you would take a ruffian away let him go, he could return, take him away again ad finitum.
He was undoubtedly arrested under these circumstances to prevent a BOP and then for the more serious contempt of court matters when in custody.
