What part of there is no English parliament consisting of elected MP from English only constituencies do you not get.
There is only a UK parliament in Westminster with elected MPs from Scotland, Wales NI an England which votes on UK matters . Occasionally but very rarely some legislation concerns laws which apply in England and Wales only but even then MPs from Scotland and NI can vote on these matters . Even rarer there might be legislation on English matters only but again England , Welsh , Scottish and NI MPs can vote.
There is never any legislation where Scottish, Ni and Welsh MPs are banned from voting so ergo NO ENGLISH PARLIAMENT.
