I think you are a little loose in your language. Well known Danish agitators have been burning the Koran in front of the Turkish embassy in Stockholm. The Swedish police ignored it as the act of some fruitcakes.
The agitators do this in the knowledge it would agitate a particularly sensitive group of people and their lunatic fringe.
In UK they would have been arrested for "racially motivated disorderly conduct". This would have probably pacified the lunatics. The media helped the agitators by disseminating their message to the maximum audience possible including the whole of Turkiye and Europe.
