The money is given to Afghanistan. Afghanistan is no friend of their neighbours Iran. It is a complex subject.
A mass starvation of Afghans is no use to anybody. Biden came to some sort of deal. Keep Al Qaiada and the like under control and we will help you out a little. It is leverage to try and limit heroin production would think. Heroin and the Taliban is something I will have to read up on.
The Taliban is the leadership of Afghanistan and carries at least some consent from the people.
