If we don't have enough police/PCSO's or specials then we'd need the troops. Even then we probably wouldn't have the resources. We'd have to block roads/motorways and pavements to keep areas properly locked down with checkpoints so people could get to work, shops or hospitals. Can you imagine that happening? It won't!!
