I don't think they want teams to bring to many foreign Inputs into the entire league and don't want to narrow the opportunity for local talent further down the leagues. I think it's a good number personally and yet it still gives teams the chance to sign foreign players who meet the criteria on top of the numbers who don't need the papers. |  |

The bit I didn’t get was that in order to keep the 4 players you have to evidence that they are not disadvantaging UK younger players as measured in minutes played by those UK players this season vs last - is that at club level or EFL/EPL level, when is it measured & if you fail the test is it the club or whole EFL/EPL who drop to 3/2 etc? The Sky Sports guy trying to explain the above was struggling with it. |  | |  |
