On England, that's actually quite unusual.
When you get to something like level 2b, you have to make the decision - AR at a couple of levels higher or stay where you are as a referee and get promoted to that level as a ref. - you can't usually switch between AR and Ref.
As a (very) rough guide, at grassroots you can normally AR for a ref 2/3 levels above you.
Therefore as a humble level 7 I get to AR on decent games/levels for level 4 and 5 referees. | | | |
