Economic policy is devolved which is about creating wealth and not relying on the social security safety net. Education is devolved and well educated people generally create more wealth. Local Authority spending is devolved too. So all the levers to create prosperity are devolved.
You are right though, social security is not devolved which is a good thing because it would bankrupt the Welsh Govt. | |
