How about we find a nice uninhabited island, we give the very worst of the worst scumbags all they need to survive. Seeds, gardening equipment, building equipment etc and put them on the island. Put a minefield around the island and leave them to get on with it. Every now and again they'd have new "guests" of course.
They can look after each other and save us the money.
