Yeah, look at Australia. Some of the most expensive cigarettes in the world (nearly 50 Australian dollars for a 25 pack of Marlboro!) due to substantial duty rises every year... It also has one of the largest Black markets for Tobacco in the world, and one that is rapidly growing, increasing from 14% of the market share to over 20% in just one year between '18 and '19. If people want to smoke, they'll smoke. I could maybe see criminalisation working in 30 or so years when attitudes to tobacco and smoking have changed even further and alternatives like vaping have grown in popularity, but we're still some way away from that yet. | | | |
