This to me is the crux of it. I suspect that we're in the same position with Kyrell Wilson as well.
We've seen enough of Cullen and Cooper to know that we need better. I suspect if Wilson and Congreve were going to get the chance to earn a spot for us this season they'd have needed to make the kind of impact on loan last year that Lissah did.
Both had decent seasons, but no more than that. It doesn't make any sense for us to loan them out again, and it doesn't help them to develop not knowing where they're going to be in a year or two. |  |

Wilson is 20 years.
Lissah and Cotterill and Ben Lloyd are 21 and Congreve 22.
22 is perhaps the end point. Keep them all under contract for another year or two and get their transfer value up. Wilson has more to come for sure and was coming off a long term injury last season. He is back with u21. |  |

Players 21 and over need to be named in the 25 man squad, those 20 and under don't need to be named, that's why 20 year olds are treated differently to 21 year olds. In my opinion of those you mentioned Congreve has been sold Lissah will be in the squad, both Cotterell and Lloyd are in the last year of their contracts, if their agents can get them a club they will be gone as neither will be anywhere near the 25.
