FIFA only a small fraction of the corruption in football worldwide, they are supposed to set the rules though, so no surprise that nothing will happen whatever the report has revealed.
There is only one way to get rid of the thieves that lead the world game, that is to threarten to boycott both 2018 and 2022, re-run the vote and see if the resulsts are the same, maybe Russia was more legit than suspected, well at least looking through FIFA tainted glasses it was.
An alternative could quickly be organised by one of the 'big' Euro countries or even the USA, stadia, travel and hotels are all there, two country hosts even easier, the sponsers are a big benafactor to the WC, doubt to many would be happy if the main draw is Russia v The Faroe Islands, any WC tournament without the 'big' football countries of Europe and the Americas would have an almost zero audience compared to the usual figures, advertising revenues would almost be worth less.
All it takes is a few of the more renowned countries to start the ball rolling, England sadly not by themselves, Germany Brazil Argentina Spain USA are just a few that if involved would cause a fair degree of panic amonst our world football leaders, a pipe dream as the delegates of FIFA representing those where football money really lays are gutless.

wood, I like your optimism and wish there was any way of that happening but the game is corrupt from top to bottom, with the FA heads everywhere with their faces in the trough to a greater or lesser extent. Plus they're all deathly afraid of what'll happen if the other big countries don't support them - they know Blatter will probably find a way of sanctioning them.
