The easiest way to end the fly tipping problem is to tolerate it.
Set aside an acre or two on a brownfield plot in Llansamlet. Allow the dumping of anything short of toxic/nuclear waste there. Use community service types to sort it out into recycle/landfill piles. £100,000 fines for dumping anywhere else.
