Your second paragraph is erroneous as it has always been used to describe something as without merit. First coined by Louella Parsons in the 50's. This i did not know of but it came up when I tried to join the dots as described by you.
As to my useage I refer you to my earlier comment when I had Ted Cruz in mind when he, was indeed, talking about the 2020 elections:
