He's half right. The report doesn't say 25,000 weren't tested. But it also doesn't say or hint that the vast majority of patients probably would have had a test as he claims, that's baseless supposition.
It says 25,000 were released into care homes in England between 17 March and 15 April. It also says that on 11 May, more than 45,000 out of 400,000 care home residents had been tested.
He comes across as a pompious and self-important arse. Obviously his role is to defend the policy that has lead to a national care home scandal. His claims that patients were safely placed in care homes is bollox and not backed up by the report or by all the deaths.

Nothing at all was said of the fact that he was walking towards Waterloo station when he was surrounded by 8 or so black lads who gave him a good kicking. Unbelievably biased reporting but that's what you get with the BBC.
