They probably knew it was a foul but how often has an appeal been successful? I cant think of any.
Even when Barton didnt headbutt Johnson it was still upheld.

They do overturn them - Newcastle had 2 red cards in a match earlier in the season - both overturned.
Only seen it once, but I think Ned did pull him back before the coming together.
