The tourist industry is substantial, any changes need to be carefully thought through. There is always a risk of loopholes and unintended consquences when legislation is brought in quickly. Yes one of the unintended consequences of the Welsh government doubling Council tax on second homes is that people have now registered a second property they own as a business, if it is available to rent for more than 40 weeks in a year. The local councils get zero council tax while HMRC get 20% of any profits earned by a business. |  |

He will compare it with other similar business before allocating a business rating valuation. Will be interesting to see business owners taking the Welsh government to the high court for breaking UK law .
