In terms of ‘making fans behave’, I’m not sure how much a fine will accomplish. You’ll still get pissed up tw*ts booing however many signs and tweets are put out. It’s the same for many countries.

England don’t have a national anthem.
Neither technically does Great Britain if that’s what you meant by ‘British’.
God Save the Queen is used as the anthem for England in some sports because they don’t have one. Same with Great Britain.
It’s only actually the national anthem of the United Kingdom by custom.
Perhaps Welsh and Scottish fans boo the appropriation by England of what is not theirs?

I suspect tomorrows rendition of England and the United Kingdom's national anthem will induce greater goose bumps than the famous anthem preceding the 1996 semi-final at Wembley.
