This is scandalous. There is no way that Ofgem should be allowed to put a surcharge on the people who pay their bills to cover those who don’t.
People who are in arrears should be paying what they owe via increased tariffs on prepay meters, if the utility companies can’t recover the costs then they have to swallow the costs. [Post edited 30 Oct 21:26]

If income tax goes up by 2p in the budget I will consider giving up my Part Time job in retail as I am not going to get the benefit of the NI reduction but will be hit with higher PAYE .
