If there had been PR in the early 1980s the SDP might well have replaced Labour and the hard left would have been where the Greens are now. I don't think that PR could ever create an environment where some of what really needs to be done would ever get done. You'd be diluted down by coalition partners. Also very handy having a desperate labour force that needs work and has to migrate to lands the rich now own (as they always pay others to see ahead for them). They then only need to pay for Judges, Police and possibly in extreme cases an Army to defend their position. And with modern Drone tech one can get this on the cheapo. It will have to be the rich and those with power to sort out climate change for sure. My point though is that natural disasters which are on the increase( possibly due to climate change) effects everyone. Plantation and animal extinction, UV rays etc effects everyone. Theres only so much rich and powerful people can do without really making climate and environmental issues paramount. Poor and uneducated people are not going to do it. I understand that there is and will be an unbalanced tempory solution but it will catch up eventually with the wealthy. [Post edited 15 Aug 2019 17:50]
