Those troops are going to take part in training exercises, they are usually planned well in advance, they are going to NATO member states aren't they, not into independent sovereign states like the Ukraine invasion. There were NATO troops very close to Russia all through the cold war, many more than right now, so why would Putin be so paranoid? The truth is, by his actions Putin has pushed some countries much closer to trying to join NATO. That's what mad dictator types get, a push back.
