Looking at the rules, you need to be a UK or Commonweath citizen. As it stands, yes, A republic citizen can stand but AN Other has to be from that list so Vlad Putin could not move to Eire, call himself Irish and stand for government in the UK. What you self identify as nationally speaking, is not legally binding.
For instance, you could claim to be Belgian but that doesn't make it so.

If Putin was granted Irish citizenship by the powers that be in Dublin (UK has no say over what another sovereign country does) and then he stands in a constituency in the North of Ireland in a UK General Election then unless we changed our rules we could do nothing about it and Putin could be a Westminster MP in that scenario.
