Based on the media reports, it certainly appears that the offence amounts to a hate crime, but whether it’s a terrorist offence or not remains to be seen. We will need to know what has motivated the attack, what were the offenders intentions and goals etc etc. Just because it’s a really nasty attack doesn’t automatically mean it’s an offence contrary to the Terrorism Act 2000. Similar discussions were had in relation to the Southport murders which wasn’t deemed terrorism.
