Council tax makes up only a relatively small proportion of the amount of funding for Councils. The majority comes from Welsh Government and this amount has been cut year on year both in actual amount, and more recently in real terms despite a small percentage increase. The WG, of course, is having to pass on the reductiuon in funding from Westminster.
