In the UK we now the gaffer as the Manager, to me this conjures up a Fergie/ Clough/ Shankly type figure who manages everything within the club, a head coach is different and mainly coaches a squad, sets the pattern of play and picks the best formation, he might say I need an attacking wing back (for instance) and might make a suggestion but it is up to the scouts to identify.
The chairman may ring agents and ask what wing backs do you have on your books and they may give a list, the scouts will run the rule over them and when identified, the chairman or CEO will negotiate
Managers these days are few and far between
