It's culture and wealth rather than a specific race. I lived in Poplar for a while and besides seeing a couple of running knife battles, I was absolutely amazed at the amount of 18-25yr old youths just standing by the side of the road in groups just doing nothing (apart from selling drugs).
I lived in Hampstead for a bit as well and people there had a purpose, they were walking from point A to point B. In poplar, most people just stood in the same position for the majority of the day.

You have made an excellent point here.Those who don't have a purpose in life will become involved in criminal activity - not everyone of course, because there is nothing else to do.It's the same with drugs, they turn to the subculture as a way of escaping the boredom and lack of a real purpose.
