Was it on target? Don’t know
Was it hand to ball or ball to hand? The latter. If this is still a consideration with hand ball decisions then it’s not a pen. All imo of course. |

The amount of time the ref took to review it shows that it wasn't clear. Give the ref a limited time - I don't know, 20/30 seconds - and if he can't make a decision in that time then the on-field decision stays. | | | |

Add to that the big teams in Spain and Italy and beyond and its part of the game
