Probably nobody.
Advancement in the civil service has little to do with ability and connections these days. You just need to be able to say the right things in your application and at interview in order to hit the buzzwords they're looking for. Hard to imagine it being much different in the Police. Learn to play the system and you can go a fair way.
Coming across more like a social worker than a copper and doing your best to "maintain community cohesion" is probably also quite useful.

The accelerated promotion scheme is nothing new .It was around at the turn of the 80s when you joined on the scheme ,being a graduate, spent two years probation then became a sergeant then an inspector within 4 yrs. That does not give the time to accrue the practical skills of surviving the grinding lethagy of three shifts and operating within the laws and regulations to "fight crime". They are not crime fighters and cannot afford to be as they will have to get their hands dirty and be in situations that are career threatening if they get it wrong In the 80s ,I was a sections sergeant In Toxteth post riots and L8 was seen as a tinderbox . I was encouraged by Supts to walk around the Dingle with my signalling stick to reassure folk ,bearing in mind the only personal protection I had was a 12" piece of balsa wood and a big gob . They would make sure Home Office /Police Authority knew about their making the police more" visible" These people became Chief Constables . Young Chief Inspectors were sent here but lasted more than 12 months before gaining the next rank and to achieve that meant not getting themselves too involved with contentious situation s. Jab and move . As a CI ,they could act as Superintendent and that would go onto their CV . Keeping a clean nose was all. Without getting too much detail.I have seen horrific cowardice from the likes of them. They are intelligent people who crave ambition and power .Its a drug. Some retire then return -this tells you all you need to know . Time was when CCs were characters,charismatic even ,Anderson,Halliwell,Anderton and Oxford. All cared about the public and society even if folk disagreed with them but they were never faceless and had guts and weren't too bothered about political fallout. This country has screwed up because the Police have simply lost their basic function and that is to make life as uncomfortable as possible for scum and not to apologise for it. I see police progs with serving officers spouting ," im afraid Im going to have to arrest you MATE" then spout the ludicrously non flowing caution,changed from a much simpler one thanks to PACE . and "please don't swear at me" etc. In short,the public are being let down by Police and its genesis was around the time when the term Police Force was replaced by Police Service and we had trite slogans stuck onto police cars in rainbow colours . We see police officers acting like complete dancing queens at Pride rallies when they should be doing other things,like policing .

Only Marseille scored higher. Any theories as to why Birmingham is the UK's number 1 dangerous city?
Having lived in and around Birmingham for nearly 30 years I can confirm the state of things has gone downhill due to too many areas now being effectively 'taken over' by certain ethnic groups. There aren't any 'no go' areas as such but there are areas that now contain nearly no British people at all - Sparkhill, Aston, Handsworth etc, these areas are slowly spreading outwards....
The muslim influence is gaining traction politically and economically with more muslim councillors now being voted into power, big families living together and buying up prime properties, grammer schools now nearly all populated by asian children etc....education is taken far more seriously by these communities.
Make no mistake the landscape is changing and with muslim birth rates far higher than ours this will sway influence even further over the coming years.
I have a lot of asian friends and am in no way a racist however do fear for what this country will look like in 20 years time as muslim influence continues to grow. Lots of the tension we currently see in Birmingham tends to come from the Pakistani community who have a completely different way of living from us (child marriage and family marriages etc) and in general have a real chip on their shoulder.
Retirement plan = Western Australia which has the sunshine, amazing coastline and nature with only a small population which all tick the box for a miserable git like me.

For several years ,moves to have people actually join Police as a detective were championed by various politicians . Now its a reality Join as a trainee detective on a 2yr training programme DCEP where you are "supported" and assessed . This is no degree based . There is a DC DHEP which sees graduates with a 2;2 enter direct ,then after probationary period,promoted .
I am in regular contact with a retired Det Chief Supt who,like many of his ilk ,is utterly bemused by this . The thinking is those with degrees ,even if in Music , Drama or the History of Byzantine Art are more intelligent than those without degrees. and consequently detect criminal perps and to be more adroit in interviews . The art,of interviewing is now seen as more of a science that can be learned . We might disagree on football matters but we share similar cynicism on this .
One thing for sure,you,me ,our families and the general public are not being protected as we should.

That was the case at one time. Unwritten rule but it was there.
It was up to two years hard graft to get on the CID. And that after two years probation. That didn’t include a tough entrance exam which took three months to study for. Then the training, course 11 weeks, exams (fail twice and you are out) And then you had to apply for an appointment after all that.
A few weeks here and there means nothing, in fact they become a distraction and a hinderance.
