Garrincha's red card happened in 1962. There wasn't a World Cup in 1968 ('62, '66, '70). |
I listened to an interview that said in 1962 there was no automatic ban. Players sent off had their cases reviewed by appearing in front of a panel. So Garrincha's case was under different rules that allowed players not to receive a ban. |  |
