Someone earning NMW off the books isn't paying tax or NI and doesn't mind sacrificing certain things in order to maintain that. It's a huge grey area. The supply of workers is still there and always has been. The black economy is huge. Far bigger than the Govt will admit probably. |  |

Absolutely. Some of these establishments “employ” the vulnerable, for example people who can’t speak a great deal of English and asylum seekers who can’t work in the main stream economy and have to resort to cash in hand jobs. Females from Eastern Europe are trafficked in to the sex business, if they have a passport it can be confiscated by the. “Pimp” or the workers family back home could be threatened. Gypsy’s have also held people as slaves. The points about slavery in other parts of the world are valid.
