Yeh it's a bit of a odd story this. Looks like financial collapse is imminent at multiple clubs, which it might well be, and it's certainly a big thing that nearly half the division was quietly under a transfer embargo by the end of the last window (very wrong IMO that they're allowed to impose embargoes on clubs without announcing them) but actually this is because the government gave three months leeway on filing accounts but the EFL, rather ridiculously, didn't. Still, good to know we're still all up to date etc.

So even the FL by changing the rules admitted the original punishment specified in the rules was over the top.
