We all know Wembley way is Baxter's way, he kept on doing 'keep-uppies' against England to embarrass them and England had a stronger team out than the World Cup final England had one change from the World cup final as they played Jimmy Greaves who was injured/recovering from injury in the World Cup and Greaves was/is their greatest ever centre forward . Scotland went into the game knowing they had better players, Banks had a worldie keeping the scoreline down. It was one of the most important matches the English world cup winning team ever played and they were taken apart, in fairness to England when Scotland declared themselves the real World champions England never disputed that, well they couldn't really could they. Scotland won the home internationals in 67 and England in 68, the home internationals were seen as more important than the Euros by many, Scotland beat England head to head in 67 and drew with England in 68, the home internationals for both seasons were combined for the Euros, England beat Wales and Northern Ireland both years where as Scotland didn't. Only 4 teams went through straight to a semi final and England lost their semi final against Yugoslavia on a neutral ground as the finals was in Italy. [Post edited 20 Aug 2023 22:53]

So going by your reckoning, England were the World Champions in 1934. Italy were invited over after their triumph as due to amateur payments the Home Nations didn't participate. England won the game 3-2, in fairness to Italy when England declared themselves the real World Champions, Italy never disputed that, well they couldn't really could they.

Wales were back to back home international champions, Wales would have won the World cup, if British teams had entered based on the home internationals England wouldn't have gone because they were not as good as Wales prior to the World cup as Wales were the champions. December 1934 Elo ratings is it !, 6 months after the World cup was played, as regards unofficial Elo ratings Wales never played in the Olympics or the 1930 World Cup or the 1934 World cup which Wales might have won had they entered, Wales had only ever played one overseas team at that point in time a 1-1 draw in Paris away to France in 1933, Wales 1933 Elo rating would have been higher but considering Wales was nearly exclusively confined to the home internationals the elo ratings are meaningless as regards Wales in the 1930s, England played overseas teams all the time. Wales was on a 7 match unbeaten run leading up to the 1933 World cup tournament, Wales were multiple Home nations champions when people regarded the home nations winners as the best team in the World, England had to totally change their team to overturn Wales dominance Stanley Matthews etc.
