Chelsea haven't breached the rules yet as they get good prize money from Europe, sold a lot of players for big money, high league finishes etc although that may well change soon as they've been crap for 18 months
The lot from SW6 might not be in breach right now but they have come forward (painted into a corner and had to do something) and have indicated they may have a couple of skeletons in the closet (it’ll be a cemetery) but they have offered this up as it was under the old regime and they want to be helpful

Juve never got that much of a punishment, originally it was 2 leagues and a huge points deduction with risk of a third relegation, eventually reduced to just one year in Serie B with a 9 point deduction and they still won the league by miles and went straight back to Serie A.
I bet even that reduced punishment Juve received is way more than any Manchester City might receive.
The football authorities are going to be in very hot water if City win the Prem with all these charges hanging over their heads, unless they win it by a huge number of points, which currently looks very unlikely.

Just as they don't want Everton in the Champions League, they don't want Everton to be a division below the likes of Luton, or even Forest, whose trophies were won just a bit too long ago for Sky Sports and their competitorsto count them as history.
History is branding and TV marketability. Everton have been in the Premier league since 1992 (top flight even longer but that's irrelevant), and all of the audiences in any country you care to name know who they are. The youngest person who saw Forest win the European Cup is approaching retirement age.
Meanwhile Man City's owners are allowed to spend whatever they like because a successful Man City makes money for the broadcasters, who in turn fund football. I'm not sure what will be said about Newcastle, when they end up spending obscene sums of money they can easily afford but could never be called revenue. They're a club about the same size of Everton, but not living in the shadow of a city rival. They might get away with it. They might not. They certainly have more chance than we would. On a championship scale our budget could be massive if our owners just spent what they can afford and are inclined to lose, but we would definitely get punished for it.

Well, Forest's behaviour after promotion was absolutely ludicrous. They signed 30 players last season, at a cost of £200m. They signed players (O'Brien, Bowler) who they basically had no use for before they even arrived. Several of their new signings didn't even make the 25-mnan squad for the second half of the season. They signed Omar Richards from Bayern Munich without spotting he had a broken leg in his medical, so signed another permanent left back a week later to replace him. They gave Jesse Lingard a contract getting on for half a million quid a month. Emmanuel Dennis, £20m, six starts, now on loan back at Watford.
This was all obviously a) completely nuts and b) breaking the FFP rules, despite what the collection of enraptured client journalists at The Athletic were spewing out because they were so blinded by their team finally being back in the Prem and "the man they call Coops". There's this real narrative grown up around Forest that they're a plucky underdog story, and that this is all grossly unfair persecution of them, because (like West Ham in the 90s) there's a weirdly large amount of high profile sports writers who support them and have let that cloud their writing and coverage of the club. I ended up cancelling my Athletic sub in the end - some of the stuff Daniel and Paul Taylor were producing would have been deemed too over the top gushing to even go on most club's official website.
However, your overall point is right. The ideal of FFP was meant to keep clubs alive. It's not working - Reading. And it's also preventing clubs growing and challenging the established elite. If an owner wants to spend money on his football club then he should probably be allowed to do that as long as he doesn't leverage the debt against it.

I read a conservative estimate that there will be over a million documents in discovery on the City case, in that context it’s not surprising that it takes a few years to put the case together.
