I think you will find it was the war time coalition government that agree to set up the NHS after the war. It was not set up by one man. The myth surrounding Nye Bevan seems to keep growing no matter that it is not true. Even the NHS he invisaged was limited with free heath care for those who could not afford it while those who could afford to pay would continue to pay.
