The Hm Treasury officials who will have put these packages together behind the scenes will be permanent civil servants. He’ll have political advisors of course but they won’t have done anything of the donkey work. The work going on behind the scenes across government on this just mainly to keep the lights on and the country moving is a sight to behold.
